<p>Step 6 should be Place the outer cover right side down, then lay the center lining (<strong>4&#8243; &#215; 10¼&quot; not 4&#8243; &#215; 9&#8243;</strong>) over the vertical center wrong sides together.  Next place the hemmed lining pieces right side up matching the raw edges.
